Wild Oct 24 2010, 11:26 PM	Answered in chat, but I'll do it here for everyone else. The bases are the cities themselves. And no, only the factions themselves are able to control the cities and territories. Strike Forces and PCs are meant to help assist in such actions, but no one is going to be able to control them outright.
